The capacitor forms a time constant with a resistor load, which determines the range of frequencies over which the clamper will be effective (Wikipedia).

Do these values form some sort of low- or highpass filter? Yes, they form a high-pass filter with a cut-off of less then 1 Hz (so this should not be a problem).
